Owner Controlled Insurance Programs (OCIPs) have been traditionally
used for large, commercial projects with construction costs of $50
million or more. Today they are being used for all sizes of residential
construction projects.
An Owner Controlled Insurance Program is a wrap-up under which a
construction project owner provides several insurance coverages to
contractors and subcontractors. Compared to more standard
fragmented insurance programs, an OCIP can sometimes reduce an
owner's insurance project costs by 1-2%.
An OCIP can insure multiple jobsites or be site
specific. Most OCIPs are multi-year programs with a
fixed duration. For large construction projects, the
most common duration is 2-5 years. An Owner
Controlled Insurance Program normally applies to all
contractors and subcontractors performing work at
the project jobsite or jobsites.
The insurance coverages usually included in an OCIP
are commercial general liability, workers comp,
employers liability, and excess/umbrella liability. An
Owner Controlled Insurance Program can also include
environmental liability insurance, builder's risk, and
professional liability for design professionals.
There is one significant difference between an OCIP
and a Wrap Up. On an Owner Controlled Insurance
Program, the owner is the sponsor who provides
insurance for all parties. The owner has complete
responsibility for the insurance procurement, which
includes direct payment of premiums, and also
including the management and administration of the
entire program.
